I believe all climbers should be required to have insurance to cover the expense of rescue if they need that assistance. Climbing is a choice and the public should not have to cover the cost of rescue of these climbers when they get in trouble. If they would wear the locators, it would make things easier to find them and may save their lives, but the choice should be theirs. Insurance should be mandatory.
Anyone who is stupid enough to risk their lives on mountains in the winter should certainly have to pay for their rescue. I don't believe that search and rescue personnel should be put at risk unnecessarily! If they have a locator devise then they should be rescued if possible but should still have to pay at least half of the cost.
No, I don't think locators should be mandatory, although I wouldn't object too much if they were readily available for a very low fee. I definitely don't think those rescued should have to pay for the cost. It would be an unreasonable deterrent to a generally healthy sport. If insurance were somehow made available and was only a nominal cost, that could be a good alternative. Those being searched for are not always in need of rescue, and have little control over the costs.
I do believe that mountain climbers should be required to wear tracking devices. There should also be an insurance requirement to help pay the cost of rescue. This is a great sport and one that tests one's endurance. However, I, as a Clackamas County resident do not like my taxes being used to cover the costs of these expensive rescues when the climbers are not concientious enough to wear a tracking device in the event they have a problem. I do not go out driving my car when the weather gets "testy" in my area - I live on a hill and prefer to not risk an accident. I would expect climbers to pay me that same courtesy!
